		<description>While all three proposals have strong elements to recommend them, only the Rogers Stirk plan takes the surrounding city into account and creates an interesting new streetscape, with opportunities for community involvement and activity. Pelli&#039;s park sounds lovely, but it&#039;s completely invisible from street level and not easy to get to. SOM&#039;s tower is beautiful out of context, but overwhelming on this site.
